Happy New Year! We start the year with a series of member webinars in January. COUNTER has three open consultations on different areas of best practice. In this webinar series, we’ll dive into detail on each consultation.

Pathways to compliance (9th January)

For small, non-profit publishers, the jump from no COUNTER reporting to full compliance may be too much to tackle. COUNTER is developing a step-by-step approach to make it viable for small publishers to begin their COUNTER journey, with each step also adding value to the libraries who depend on those usage reports. Reporting to multiple identities (16th January)

Publisher platforms often offer multiple authentication methods to end users, whether that’s IP recognition, GetFTR, Shibboleth, or username-and-password. This helps users to access content. However, it creates an issue when a single user can be connected to more than one institution during their session. In this consultation we aim to determine how the community as a whole would like COUNTER to handle this situation. We also want to develop fall-back positions for when this preferred outcome is not technically possible. Read the news story.

Generative and agentic AI (23rd January)

The introduction of generative and agentic technologies on publisher platforms raises many questions about what can be counted, when, and why. This consultation will help COUNTER to understand what is being built and how that interacts with our existing Code of Practice. We also want to hear how the community would like to see us address the questions of usage metrics for AI. Read the news story.

Member webinars

We’re running three webinars – one for each consultation – during January 2026, before the consultations close on Monday 9 February 2026 (at 09.00 GMT). They’re free for members. We have made it simple by having one sign-up link for the whole series. We’ll be recording the sessions and making them available to members after each webinar.
