“I’ve set up my system to harvest COUNTER Reports on the 15th of each month but I keep seeing errors. Why can’t I download my reports?”

“Why did Release 5.1 come into force in February? January would have been better.”

It takes time

Processing raw usage data into COUNTER-compliant metrics is complicated! We give report providers four weeks to process their raw data into COUNTER format.

So yes, Release 5.1 DID come into force in January 2025. Libraries and consortia didn’t see those January reports until four weeks later, which may be why some people think we went live in February.

It also means that if you want to automatically harvest COUNTER reports from the publishers in our Registry, you should set up your harvests for the 28th day of each month.
